Represented large synthetic rubber manufacturer in the resoultion of a dispute with an Air Pollution Control District over compliance with sulfur dioxide emission limitations.  The resolution included a new Best Available Control Technology (BACT) demonstration under the Prevention of Significant Deterioration program that allowed ASRC to continue to use its existing sulfur dioxide control equipment and that established a new emissions limitation for sulfur dioxide that the source has complied with since the equipment was originally constructed in 1990.
