Biography

Mr. Klock is certified by the New Jersey Supreme Court as a civil trial attorney who has tried, among the 60 completed trials he has handled, numerous environmental and construction cases. He handles contract drafting for remediation contracts and other complicated construction projects. His work in the environmental transactional area includes wetlands, Toxic Substance Control Act (TSCA), Resource Conservation and Recovery Act (RCRA), Clean Water Act (CWA), The Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), Clean Air Act (CAA), Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA), and Occupational Safety and Health Administration (OSHA) issues. In 2017, he was named “Litigation – Environmental Lawyer of the Year” (Newark, NJ) by Best Lawyers®. Prior to his legal education, Mr. Klock was an engineer with the Port Authority of New York and New Jersey, working on the construction of the “bathtub” or hydrogeologic barrier on the original World Trade Center. He also worked on many other construction projects.

Represented Superfund Groups as counsel in litigation and drafting remediation contracts, inter alia, at the Ewan Superfund site.

Successfully concluded Industrial Site Recovery Act (ISRA) matters, including remediation aspects, for companies such as Tiffany and Company, Avon Products Inc., and others.

Litigated construction projects for BASF in Louisiana; Hoffmann-La Roche Inc. in Texas; Inland Construction Company in Illinois and New Jersey; and Great Pacific Century Corp., for a 20-floor condominium tower in Fort Lee, New Jersey.

Handled Superfund cases for clients in New Jersey, New York, Connecticut, Pennsylvania, Delaware, Ohio, Texas, California, Missouri, and Illinois.

Resolved CWA 308 wetlands violations with USEPA, provided legal guidance on wetlands mitigation bank, drafted contracts with wetlands contractors and obtained NJDEP wetlands permits.

Defended citizens suits under CWA and RCRA on behalf of corporate clients.

Provided advice on TSCA filings and FIFRA compliance.

Worked with corporate clients to survey property in connection with development projects as to environmental issues for location.

Assisted multinational companies with disposal issues in various countries; advised foreign companies on environmental issues in mergers and acquisitions.

Provided environmental assessments for SEC filings and risk exposure from environmental problems.

Resolved Clean Air Act violations with USEPA and NJDEP and assisted in restoring clients to governmental list of contractors.

Assisted developers with obtaining various permits and clearances with respect to environmental issues, including obtained fill permits.

Assisted clients on a variety of insurance matters, both obtaining coverage and litigating various coverage aspects of insurance vehicles.
