Biography

Mr. Recupero brings to the Environmental Group experience with CERCLA compliance, national environmental litigation, Section 404 permitting under the Clean Water Act, representation of public interest groups surrounding environmental matters, hazardous waste management regulations, and waterbody ownership disputes. Prior to joining Gibbons, he served as Assistant District Counsel for the United States Army Corps of Engineers’ (USACE) Baltimore District, representing the USACE in connection with environmental law, real estate law, and litigation concerning federal tort claims and contract disputes. At USACE, he also supported regulatory permitting, represented the Department of Defense in compliance matters with respect to remediation of Formerly Used Defense Sites, and handled transactional and policy aspects pertaining to the acquisition, management, and disposal of government real property.
