Biography

Tim counsels clients on environmental compliance, liability, and litigation issues arising under federal, state, and local laws, with an emphasis on natural resources law.

Tim assists clients in obtaining wetlands and wastewater discharge permits and related approvals under the federal Clean Water Act and similar state and local laws. He has extensive experience assisting public and private clients in complying with the National Environmental Policy Act (NEPA) and related resource review requirements. He provides advice to clients concerning the requirements of the Clean Air Act, the Endangered Species Act, and the National Historic Preservation Act.

Tim has both provided compliance counseling and represented clients in litigation concerning major electric transmission line and petroleum pipeline projects, large-scale residential and commercial developments, and major highway and transit projects throughout the country. He also has counseled the firm’s mining industry clients in various matters arising under federal environmental laws, and he recently represented a major coal company in federal litigation regarding the regulation of surface mining under the Clean Water Act.

Tim also assists clients in conducting environmental due diligence, negotiating environmental provisions in complex corporate and real estate transactions, and addressing property contamination issues.

Before joining Frost Brown Todd, Tim practiced environmental law with Beveridge & Diamond, P.C., in Washington, D.C.
